Senior Corporate Leaders
Judith Jorge Hartman│Founder, Chief Executive Officer and Chairman of the Board
One of the industry’s most successful female entrepreneurs, Hartman started her career supporting the DoD in language translation and international programs.
Since founding Jorge in 1986, Hartman led the company’s growth from 8(a) small business to its current ranking as a large company.
Today, Jorge is an industry-leading provider of global intelligence, systems engineering, information technology, foreign military sales, logistics, strategic communications and program support services.
Chris Torti│President, Board Member
Taking the helm in 2009, Torti is directing Jorge’s expansion and industry-leading growth.
Prior to joining Jorge, Torti spent 19 years at Stanley and Associates. During his tenure at Stanley, Torti held both corporate and operational roles. Torti was a Senior Vice President and played an integral role in the firm’s growth from $10 million to nearly $1 Billion in annual revenue and 5,000 employees. Most notably, Torti played a key role in Stanley's five acquisitions, its IPO and in the company attaining the nationally recognized designation of a "Great Place to Work."
Torti holds a B.S. from Clemson University in business administration and a master's certification in government contract management from the University of Virginia.
Bill Hartman│Co-Founder, Executive Vice President and Board Member
In 2005, Hartman leveraged Jorge’s corporate knowledge, international programs and systems engineering to support the development of its widely recognized Intelligence, Surveillance and Reconnaissance (ISR) mission programs and other highly successful global security initiatives. These successes marked the launch of Jorge’s fastest growing portfolio — the ISR Division.
A retired U.S. Navy Captain, Hartman is a distinguished Vietnam Veteran and former commander of the USS Knox (DE/FF 1052).
Hartman is a graduate of the U.S. Naval Academy (Class of 1961)
and the U.S. Naval Postgraduate School (Class of 1968). Currently, Hartman directs Jorge’s Strategic Information and Engagement Division.
Hugh McLaughlin│Director, Intelligence, Surveillance and
Reconnaissance - Systems Engineering (ISR-SE) Division
Capitalizing upon more than 30 years of DoD and aerospace experience, McLaughlin leads many activities ranging from complex systems development for ballistic missiles and satellites to major ground weapon systems, sensor systems for ISR and Irregular Warfare.
McLaughlin holds a certification in Professional Systems Engineering and is an active member of the International Council on Systems Engineering (INCOSE) and the Association for Unmanned Vehicle Systems International (AUVSI). McLaughlin also holds a masters degree in Mechanical Engineering/Control Systems and undergraduate degrees in Mechanical Engineering and Computer Science.
Prior to Jorge, McLaughlin served as the Chief Engineer, Director and VP of Systems Engineering at several major corporations throughout the defense industry ― including Northrop Grumman (TRW), BAE (United Defense), General Dynamics and L3-Communications. McLaughlin was also the owner and president of his own engineering consulting firm.
Jeff Douglas│Chief Financial Officer
Head of Jorge’s Accounting and Contracts Departments, Douglas is well positioned to look across the organization and assure that controls and risk management are a continuing and integral part of Jorge’s
business process.
As a large company, Jorge relies upon the proven control and execution of sound accounting and contracts practices implemented by Douglas and his team of professionals — and so do our board of directors and vast array of clients.
Prior to joining Jorge in 2004, Douglas spent 19 years at PSC, Inc., a Washington-based, privately-held government contractor later acquired by STG, another service provider to government, military, industrial, utility and commercial clients. Douglas also served five years with Peat, Marwick, Mitchell & Co., the big eight accounting firm, before it was acquired by KPMG. Douglas received his Bachelor of Science in Business Administration (BSBA) degree from Clarion State College of Pennsylvania.
Liz Rawlings│Vice President
Overseeing the broad spectrum of Jorge’s administrative, human resources, information technology and security functions, Rawlings ensures that Jorge employees and clients are fully supported by Jorge's Enterprise Support Division.
Providing services to clients and personnel worldwide, Jorge relies heavily upon the success of Rawlings and her team. Together, they ensure that processes are streamlined, the best and brightest personnel in the industry are recruited, personnel are equipped with state-of-the-art IT resources and security maintains the utmost integrity and compliance with federal regulations.
A member of the Jorge team since 1998, Rawlings previously held an operational role at NASA. Working closely with the other members of Jorge’s executive leadership team, Rawlings has helped drive Jorge’s growth by managing a highly effective system for attracting and retaining quality employees and bringing world-class benefits to employees worldwide.
Ronald D. Carbon│Director, Technology Solutions Division
A proven leader with more than 30 years of experience in the U.S. Air Force (USAF) and private industry, Carbon is distinguished by his strong track record and clear understanding of the factors that impact success across a diverse spectrum of public and private business models. Throughout his multi-faceted career, Carbon’s extensive interaction with the DoD, USAF, industry and local, state and national elected leaders consistently showcased his expertise leading teams, facilitating partnerships and generating positive results.
Particularly adept within the arenas of Program Management, Executive Leadership and Business Development, Carbon specializes in Performance Analysis, Integrated Lifecycle Management, Asset Management, Program Modernization, Budget/Cost Control, Cross-functional Integration, Team-focused Execution, Cost Reduction, Organizational Management, Program Evaluation, Team Management, Education, Training and Acquisition Management.
A former USAF commanding officer, helicopter pilot and logistics officer, Carbon currently applies his engineering, logistics, supply chain management and aircraft maintenance expertise to his role as director of Jorge’s Technology Solutions Division.
