OVERVIEW

The incumbent for this position will monitor and forecast program costs, commitments and expenditures in the form of estimates to complete (ETCs) and estimates at completion (EACs). Analyze Deltek GCS Premier reports and develop presentations of the data that are understandable and usable by non-financial management personnel.

GENERAL DUTIES AND EXPERIENCE

  • Work with Program Managers to resolve any discrepancies between forecast and actual costs Prepare budgets and monitor their execution on a continual basis to prevent surprises.
  • Prepare financial reports primarily using Microsoft Excel with data from Deltek GCS Premier.
  • Develop and coordinate the appropriate charge number structure with accounting, contracts and operations. Communicate the applicable charge numbers to the program management team.
  • Monitor labor, subcontractor and ODC actual costs incurred for each program. Project future expenditure levels and rates.
  • Track current and anticipated expenditures against contract funding, providing timely notification of potential funding shortfalls. Likewise, track subcontractor funding trends.
  • Prepare monthly financial program review information for customers as required for company management.
  • Develop time-phased forecasts of revenue, profit and contract backlog.
  • Produce various financial deliverables as required by the contract.
  • Work directly with project management, corporate management, purchasing, contracts, finance and accounting to maintain a current financial picture of all ongoing projects.


EXPERIENCE AND EDUCATION REQUIREMENTS

Education:

  • B.A. or B.S. degree required; preferably in Accounting, Business or other related discipline

Experience:

  • Three to five years of experience in program controls, budgeting, financial analysis or other related field with a thorough understanding of Government contract cost principles and practices.
  • Experience with Deltek GCS Premier, Impromptu or other database software is a plus.
  • Strong verbal and written communication skills are required.
  • Secret level Security Clearance Required: (US Citizen with the ability to obtain a security clearance)

  • The individual must have the knowledge and self-confidence to complete challenging assignments with limited direct supervision, including assessing project status and risks.
  • The Program Control Analyst will design, prepare and distribute financial reports to senior management and Program Managers that will be used to evaluate program financial success.
  • An excellent work ethic is expected as the individual will be required to meet numerous deadlines on a monthly basis while ensuring attention to detail and reporting accuracy.
